Military Women Already Serve In Some Combat Related Jobs

-- The Pentagon is knocking down old barriers to women serving in combat, but some already are in risky jobs. Defense Secretary Leon Panetta's order, signed Thursday, opens 238,000 new jobs to women.

A look at some of the dangerous jobs women can do now, and what will be open to them if they meet the qualifications:

PILOTS. In 1991, Congress ended a ban on women flying combat aircraft, and three years later the Air Force had its first woman commanding a fighter squadron. Women may fly every aircraft in the Air Force inventory, including bombers. Just last year, Col. Jeannie Flynn Leavitt became the Air Force's first female wing commander, commanding 5,000 airmen. Women also fly combat aircraft in the Army, Navy and Marine Corps.

The only Air Force jobs closed to women until now were special operations roles like enlisted pararescue and combat control officer. These jobs were opened Thursday by Panetta's order. As with all combat jobs, the military chiefs have until January 2016 to seek exemptions to bar women from certain jobs.

SUBS. The Navy in April 2010 opened submarine service to women, but only aboard the larger ballistic missile and guided-missile subs, where berthing is less of a privacy problem than on attack subs. On Thursday the Navy announced it is extending that to include attack subs; female officers will begin reporting for assignment on those subs in 2015. The Navy has kept female sailors off of frigates, patrol coastal craft and mine countermeasure ships until now.

MARINES. The decision announced Thursday to stop excluding women from ground combat roles means that about 35,000 Marine infantry slots would be opened to women, as long as they can meet the qualifications. Women already may serve in a variety of combat-related jobs in the Corps, including weapons repair officer. But they have been excluded from others like field artillery, forward air controller and combat engineer.

SOLDIERS. The Army has kept female officers out of many ground combat roles, including armor, infantry and special forces. For example, enlisted women could not be a cavalry scout or a fire support specialist, a position that is primarily responsible for the intelligence activities of the Army's field artillery teams. But they have been allowed to serve as a field artillery radar operator or a supervisor of Patriot air defense units.

Court overturns sex offender Facebook ban

An Indiana law barring sex offenders from joining social and online?networks like Facebook,?Twitter and various chat rooms was ruled unconstitutional by a federal appellate court Wednesday.

Judges with the 7th Circuit Court of Appeals in Chicago said that the law, passed in 2008, violates the First Amendment in that it is too broad a ban.

"Laws that implicate the First Amendment require narrow tailoring," ?the judges said in a written decision. "Subsequent Indiana statutes may well meet this requirement, but the blanket ban on social media in this case regrettably does not."

A Facebook spokesman told NBC News Wednesday that sex offenders already are?barred from using Facebook, and that the social network's internal teams monitor the site for such activity.

The ACLU had challenged the ban, saying that even though the law was meant to protect children from online?sexual predators, social networks and other sites have become so vital to Americans that a total ban would prevent sex offenders from using sites for legitimate reasons, including business and religious activities.

The 7th Circuit's ruling overturned a U.S. District Court ruling in favor of the ban.

Hypersonic 'SpaceLiner' aims for Europe to Australia in 90 minutes

A hypersonic "SpaceLiner" would whisk up to 50 passengers from Europe to Australia in 90 minutes. The futuristic vehicle would do so by riding a rocket into Earth's upper atmosphere, reaching 24 times the speed of sound before gliding in for a landing.

Many challenges still remain, including finding the right shape for the vehicle, said Martin Sippel, project coordinator for SpaceLiner at the German Aerospace Center. But he suggested the project could make enough progress to begin attracting private funding in another 10 years and aim for full operations by 2050.

The current concept includes a rocket booster stage for launch and a separate orbiter stage to carry passengers halfway around the world without ever making it to space. Flight times between the U.S. and Europe could fall to just over an hour if the SpaceLiner takes off ? that is, if passengers don't mind paying the equivalent of space tourism prices around several hundred thousand dollars.

"Maybe we can best characterize the SpaceLiner by saying it's a kind of second-generation space shuttle, but with a completely different task," Sippel said.

SpaceLiner passengers would have eight minutes to experience the rocket launch before they reached an altitude of about 47 to 50 miles (75 to 80 kilometers). That falls short of the 62-mile (100-km) boundary considered the edge of space, but even a suborbital flight would allow SpaceLiner to glide back to Earth at hypersonic speeds of more than 15,000 mph (25,200 kph).

Relying on rocket power

The rocket-powered design stands out compared with other proposed hypersonic jets, which feature new air-breathing engine concepts. European aerospace giant EADS previously unveiled a hypersonic jet concept that would rely mainly upon air-breathing ramjets to reach cruising speeds of Mach 4 ? faster than the supersonic Concorde's Mach 2 performances but far slower than the SpaceLiner's Mach 24 goal.

SpaceLiner's European project planners say their reliance upon proven rocket technology could allow their vehicle to fly sooner rather than later. They plan to use liquid oxygen and hydrogen rocket propellants so that the rocket engines leave only water vapor and hydrogen in the atmosphere. "We will not try to improve the performance of the engine but would like to have it more reusable," Sippel told TechNewsDaily.

The empty rocket stage from SpaceLiner would return to Earth immediately after launch in preparation for reuse. An aircraft could grab the rocket stage in midair, tow it toward an airfield and release it for an autonomous gliding landing.

Chances of survival

But big challenges remain before SpaceLiner can take off. Researchers first must finalize a design shape capable of surviving the intense heat created by gliding at hypersonic speeds through the upper atmosphere. New cooling technologies and improved heat shielding for SpaceLiner's wing "leading edge" could help in that case.

Launching like a rocket rather than taking off like an aircraft means SpaceLiner would remain restricted to suitable launch sites with uninhabited areas down range. The SpaceLiner also would need a careful flight path during its final landing approach ? the "sonic boom" shock that accompanies aircraft traveling faster than the speed of sound can damage buildings on the ground at low altitudes.

"The profile of the vehicle is very similar to a rocket-propelled vehicle," Sippel explained. "We only have a small corridor in which we can fly safely and economically."

SpaceLiner's design will make use of study results from a FAST20XX (Future High-Altitude High-Speed Transport 20XX) project funded by the European Union and backed by researchers from Germany, Austria, Spain, Switzerland, Italy, Belgium, the Netherlands, France and Sweden. It can also draw lessons from upcoming efforts such as Project ALPHA by Aerospace Innovation GmbH ? a space plane that aims to launch in midair from an Airbus A330 aircraft.

But future success ultimately depends upon the success of space tourism efforts by companies such as Virgin Galactic. If enough people prove willing to pay top dollar for suborbital flights as part of their travels around the world, Sippel envisions a fleet of SpaceLiners eventually making 10 to 15 flights per day.

Toyota and BMW make it official, commit to green vehicle technology partnership

We're well aware Toyota and BMW are pretty good pals, but details of their ongoing study sessions on green vehicle tech have been vague thus far. The trickle of information continues, and today the companies met to autograph more bits of paper and clasp hands for the camera. New binding agreements were signed to reaffirm deals inked in March and June last year, and their research into next-generation lithium-ion batteries has been expanded to cover the lithium-air kind (hopefully, they are less flammable). Work on making vehicles lighter continues, and they expect to complete development of an inclusive fuel cell system by the distant target of 2020. Expect to see some fruits of BMW and Toyota's labor before then, though, as they intend to "define a joint platform concept for a mid-sized sports vehicle" by the end of the year. Don't get too excited -- we imagine that jargon means we'll be privy to a few bits of artwork and some inspirational words come the deadline.     Aisling McCarthy Brady, Nanny Charged With Injuring 1-Year-Old Girl, Living In U.S. Illegally: Police

    CAMBRIDGE, Mass. ? A nanny charged with injuring a 1-year-old Massachusetts girl who later died has been in the country illegally for about a decade after arriving from Ireland as a tourist, immigration officials said Tuesday.

    Aisling McCarthy Brady was ordered held on $500,000 bail after pleading not guilty to a charge of assault and battery on a child causing injury. But authorities said she could be charged with murder after an autopsy is complete on Rehma Sabir, the Cambridge baby hospitalized with head injuries on Jan. 14 ? her first birthday.

    Prosecutors allege Brady was the only person with the child when she sustained her injuries. She died two days after being hospitalized with what authorities called head injuries and healing bone fractures.

    During Tuesday's court appearance, Brady's attorney denied her client injured the child, saying Rehma had recently traveled overseas ? including trips to Pakistan, Saudi Arabia and London ? and was found to be malnourished after coming back to the U.S.

    Immigration officials said Brady, of Quincy, had been living in the U.S. illegally since 2002, when she arrived from Ireland under the Visa Waiver Program. She was only authorized to stay 90 days, Immigration and Customs Enforcement officials said.

    ICE spokesman Ross Feinstein said Brady will be turned over to immigration authorities after the local case is adjudicated.

    On Tuesday, two deliveries of white flowers waited for the victim's parents in the lobby of their brick building close to the Charles River in Cambridge. A man who answered the phone at a listing for the victim's family asked for privacy.

    Prosecutors said Brady had civil restraining orders filed against her in the past.

    Court records showed orders from Dorchester District Court in 2005 and 2012, the first stemming from an alleged bar altercation and the second relating to allegations that Brady posted false claims online saying another woman abused children.

    Records also showed a 2007 assault and battery case against Brady was dropped.

    No one answered the door at Brady's residence Tuesday, but a Quincy nonprofit official remembered the woman as a former volunteer.

    Interfaith Social Services Executive Director Rick Doane spoke of the defendant as a pleasant person who helped stock shelves and hand out food in the past, but not for about two years.

    Obama pledges to deal with climate change

    (AP) ? President Barack Obama pledged in his inaugural address Monday to respond to the threat of climate change, saying the "failure to do so would betray our children and future generations."

    By singling out climate change for several lines of his speech, he is taking on an issue that he acknowledges was often overlooked during his first term and setting up a confrontation with congressional Republicans who have opposed legislative efforts to curb global warming.

    "Some may still deny the overwhelming judgment of science" that global warming exists and has human causes, Obama said, "but none can avoid the devastating impact of raging fires and crippling drought and more powerful storms."

    The president has pledged to boost renewable energy sources such as wind and solar power, along with more traditional energy sources such as coal, oil and natural gas.

    "The path towards sustainable energy sources will be long and sometimes difficult. But America cannot resist this transition. We must lead it," Obama said.

    He said developing new energy technologies will lead to jobs and new industries. "That is how we will preserve our planet," he said.

    Environmental groups hailed Obama's new focus on climate change but said the president's words will soon be tested as he decides whether to approve the Keystone XL oil pipeline from Canada.

    Obama blocked the pipeline last year, citing uncertainty over the project's route through environmentally sensitive land in Nebraska. The State Department has federal jurisdiction because the $7 billion pipeline begins in Canada.

    Republicans and many business groups say the project would help achieve energy independence for North America and create thousands of jobs.

    But environmental groups say the pipeline would transport "dirty oil" from tar sands in Alberta, Canada, and produce heat-trapping gases that contribute to global warming. They also worry about a possible spill.

    "Starting with rejecting the Keystone XL pipeline, the president must make fighting global warming a central priority," Margie Alt, executive director of Environment America, said Monday.

    Alt and other environmental leaders said they are counting on Obama to set tough limits on carbon pollution from coal-fired power plants and to continue federal investments in renewable energy sources such as wind and solar power.

    Obama tried and failed in his first term to get a climate change bill through Congress. Some Democratic lawmakers and environmentalists have pushed for a tax on carbon pollution, but White House officials say they have no plan to propose one.

    Scott Segal, an energy lobbyist who represents utilities and natural gas drillers, said Obama "missed the opportunity to remind listeners that climate change is an international phenomenon" that will require international solutions.

    By imposing "inflexible" national policies to curb climate change, Obama could restrain the U.S. economy without delivering promised solutions, Segal said.

    Wal-Mart tightens supplier policy after factory fire: WSJ

    (Reuters) - Wal-Mart Stores Inc plans to cut ties immediately with suppliers who subcontract work to factories without the retailer's knowledge, changing its policy after a fire killed more than 100 garment workers in Bangladesh, the Wall Street Journal reported.

    Wal-Mart is warning suppliers that it is adopting a "zero tolerance policy" for violations of its global sourcing standards and the company's new plan would begin taking effect from March 1, the Journal said.

    The tougher code replaces Wal-Mart's prior "three strikes" approach to policing suppliers, which gave the suppliers three chances to address problems before being terminated. (http://link.reuters.com/wyh45t)

    "Obviously our three-strike policy wasn't working as well as it could have," Rajan Kamalanathan, Wal-Mart's vice president of ethical sourcing, told the Journal in an interview. "Our message of zero tolerance is meant to get people's attention."

    Wal-Mart could not be reached for comment by Reuters outside of regular U.S. business hours.

    More than 100 workers were killed in a November 24 fire at the Tazreen garment factory in Bangladesh. Wal-Mart has said repeatedly that its Faded Glory clothing should not have been in production at the factory, a facility Bangladeshi authorities said was not safe for use.

    Building a Home: Construction Financing | Falls Church Real Estate ...

    So you?ve decided to purchase a new-construction home. This series of posts will detail the process from start to finish, and hopefully give you a good idea of what to expect throughout the process. In part one, we?ll look at how to get started by securing construction financing and what to expect from the lender.

    Financing New Construction

    The first thing you should do before embarking on the journey of building a home is to secure financing. Actually, this is true no matter what type of home you?re buying, be it resale or new construction. You need to know how much house you can afford.

    You?ll need to shop for lenders. Compare rates and loan terms. Construction loans sometimes have a higher interest rate than a traditional resale mortgage. During construction you may be paying a bit more in interest, but when the project is finished, the construction loan will convert to a long-term note and you should be able to get a lower rate going forward.

    Be aware of the time limit on the construction loan. If the loan term is for nine months, be sure the builder can complete construction in that time, or you?ll likely be paying penalties every month that construction drags on (this happened to a member of our team). The penalty will vary from lender to lender, so it?s important to ask about this when shopping around.

    Construction financing differs from a mortgage used to buy a resale home in other ways, as well. For starters, the bank has to approve your builder. Some of the larger builders will already be approved by multiple banks, or they may have an in-house or affiliated lender that offers incentives to use them. You might get some discounts if you go with an affiliated lender, and sometimes this is the most cost-effective way to go. But don?t be afraid to comparison shop. Building a home is a huge undertaking, and you want to be diligent every step of the way.

    If you go with a smaller builder, then the bank will likely need to check out the company finances before they will give the go-ahead to your project. This protects both you and the lender, and any reputable builder will be happy to provide the necessary paperwork to gain approval. If a builder balks at this, this should raise red flags. The last thing you need is for a builder to go belly up in the middle of building your home.

    Another difference with construction loans: The bank holds onto the money and makes payments to the builder in installments, called draws. Before the bank will release a draw to the builder, an inspection will be scheduled to make sure work on the house is progressing in a timely manner and the work is up to par. Some banks require the borrowers? permission to release the funds. If possible, go to the house yourself to check and make sure the work that has been done is what is in the contract. If there?s a problem, notify the builder and the bank immediately. And consult an attorney before withholding payment.

    As with all financing, do your research. Ask questions about the process, fees, terms, etc, so you don?t wind up surprised at any point during the process. Building a home can be stressful, but some of that stress can be reduced if you understand what you?re getting into, starting with the construction financing.

Upon arrival their investigation revealed that the homeowner was the victim of an apparent home improvement scam.? Between August?1st and the present two unknown? males solicited work from the owner.? The jobs included chimney repair, siding repair, and driveway repair all of which were never completed.? During this time the victim paid the subjects in excess of $12,000.? Information was provided to officers who are following up.?     • Just happens to have materials left over from a previous job.
    • Pressures you into making an immediate decision.
    • Asks you to pay for the entire job upfront.
    • Only accepts cash payments.
    • Hire only licensed and insured contractors
    • Check contractors license status.
    • Contact 3 references and check past work.Get at least three written bids.
    • Insist on a detailed contract.
    • Don not pay 100% of the bill until the work is 100% complete.

This article represents an independent-study tool for readers seeking to refine this basic understanding along lines that are personally potationally meaningful.     Girl drinks in a third major category?regressively lactose?involve milk or sweetened condensed milk or light cream or heavy cream or your roommate?s half-and-half or in a pinch your grandson?s Similac. Because they are associated with girls of a certain age, they are sometimes referred to as ladies? drinks. Because they overlap with cocktails from the dairy genre favored by screen eccentrics, these milkmaid drinks are sometimes referenced by overworked television writers, who give them to supporting characters in lieu of a personality trait (cf. C.J. Cregg?s grasshopper on The West Wing and Raj?s on The Big Bang Theory).

    Girl drinks come in a numbers of flavors, textures, and archetypes, it is plain to see. Same goes for the dolls and guys who order them. Yes, the girl-drinking community counts among its pillars many young women who really need to be carded, but it?s highly diverse in terms of demographics, sensibility, and tolerance for alcohol. Some girl-drinkers have been smacking their lips at the same post-prandial Pink Squirrel every weekend for decades on ends, and lemminglike others unthinkingly sip the flavor of the week. Some are novice drinkers, who, getting into the spirits on a rare occasion, simply ask the bartender for ?something sweet,? which is his cue to lower the Malibu boom. And some are novice drunks upon whom banana daiquiris act as with shinobi stealth and a clinically degenerate lack of remorse, blasting them to the bathroom stall, where penitently they kneel, sobbing oaths and swearing curses while their friends hold their hair.

    Sometimes the girl-drinker is an ombibulous literary type employing the time-management technique of snapping up the first cocktail that comes into view. The noted anthropologist Cindy Adams recorded one such girl-drinking episode in the New York Post a few years back when she teased Salman Rushdie for pounding pre-prepared Cosmopolitans out on the town. To his credit, the novelist offered the gossipeuse a correct response: "Look, it's what they've got. I'm easy."

    The Cosmopolitan?which, as we shall see, this year celebrates its 25th anniversary?is a uniquely special girl drink. As the girliest popular cocktail in living memory and the buzziest girl drink in recorded history, it ranks as the third-girliest drink of all time, I hereby posit.

    The second-girliest drink of all time is the Jackie O, which was originally conceived as a Mother?s Day brunch special at Upstairs on the Square in Cambridge, Mass. Vodka-based and bubbly-topped, blending six fruit flavors, the Jackie O is served, in its most austere version, in a glass frosted with pink sugar.

    The girliest drink of all time is sweet and pink and garnished with a flower. Concocted for a benefit thrown by Eve Ensler, it entered the journalistic record when described by Eric Felten in the Wall Street Journal in 2006. Very obviously, the girliest drink of all time is the Vagini. Its creator, a cocktail consultant named Kim Haasarud, described the Vagini to me as a riff on the Cosmopolitan incorporating sparkling ros?. This news arrived somewhat to the disappointment of my editrix, who had wondered if the recipe calls for a dash of fish sauce.

    Haasarud took pains to state that the organs she most closely associates with the Vagini are the tongue and the cheek. ?Many women today have pretty sophisticated palates,? she believes, and I agree. It should of course go without saying that a great many persons in skirts are more knowledgeable about single-malt scotch than any given poser in a kilt. It should, but it does not, which is why you are reading this sentence, which exists to mollify the freelance interrogation experts of the gender-crimes division of the thought police. The urgent queries of that crowd ring among a multitude of other questions, for girl-drink enthusiasts are an inquisitive lot: Where did the girl drink come from? Where is it going? Can you help me find my shoes? Please allow me to sketch a timeline. The chronology below intends to debunk some stereotypes, to rebunk others, and to repair the singular damage wrought by frozen mudslides.

    Explorer's rare Scotch returned to Antarctic stash

    (AP) ? Talk about whisky on ice: Three bottles of rare, 19th century Scotch found beneath the floor boards of Antarctic explorer Ernest Shackelton's abandoned expedition base were returned to the polar continent Saturday after a distiller flew them to Scotland to recreate the long-lost recipe.

    New Zealand Prime Minister John Key personally returned the Scotch to Antarctic Heritage Trust officials at a ceremony at New Zealand's Antarctic base on Ross Island. The bottles will be transferred by March from Ross Island to the desolate hut at Cape Royds, where they had been forgotten for 102 years.

    Key acknowledged that some would question why the bottles were being replaced beneath the restored hut as part of a program to protect the legacy of the so-called heroic era of Antarctic exploration from 1898 to 1915.

    "I think we're all tempted to crack it open and have a little drink ourselves now," Key said.

    The bottles of Mackinlay's whisky, bottled in 1898 after the blend was aged 15 years, were among three crates of Scotch and two of brandy buried beneath a basic hut Shackleton had used during his dramatic 1907 Nimrod excursion to the Antarctic. The expedition failed to reach the South Pole but set a record at the time for reaching the farthest southern latitude. Shackelton was knighted after his return to Great Britain.

    Shackelton's stash was discovered frozen in ice by conservationists in 2010. The crates were frozen solid after more than a century beneath the Antarctic surface.

    But the precious bottles were found intact, and researchers could hear the whisky sloshing around inside. Antarctica's minus 22 Fahrenheit (-30 Celsius) temperature was not enough to freeze the liquor.

    Distiller Whyte & Mackay, which now owns the Mackinlay brand, chartered a private jet to take the bottles from the Antarctic operations headquarters in the New Zealand city of Christchurch to Scotland for analysis in 2011.

    The recipe for the whisky had been lost. But Whyte & Mackay recreated a limited edition of 50,000 bottles from a sample drawn with a syringe through a cork of one of the bottles. The conservation work of the Antarctic Heritage Trust has received 5 British pounds for every bottle sold.

    The original bottles had flown in two combination-locked containers with Key to Antarctica in a U.S. Air Force transport plane from Christchurch on Friday.

    Antarctic Heritage Trust manager Lizzie Meek, who was part of the team that found the whisky, recalled its pleasant aroma.

    "When you're used to working around things in that hut that perhaps are quite decayed and some of them don't have very nice smells, it's very nice to work with artifacts that have such a lovely aroma," Meek told the ceremony by radio from explorer Robert Scott's Antarctic hut which she is restoring.

    "And definitely the aroma of whisky was around very strongly."

    Epigenetics explains rheumatism? Genes and their regulatory 'tags' conspire to promote rheumatoid arthritis

    Jan. 20, 2013 ? In one of the first genome-wide studies to hunt for both genes and their regulatory "tags" in patients suffering from a common disease, researchers have found a clear role for the tags in mediating genetic risk for rheumatoid arthritis (RA), an immune disorder that afflicts an estimated 1.5 million American adults. By teasing apart the tagging events that result from RA from those that help cause it, the scientists say they were able to spot tagged DNA sequences that may be important for the development of RA. And they suspect their experimental method can be applied to predict similar risk factors for other common, noninfectious diseases, like type II diabetes and heart ailments.

    In a report published in Nature Biotechnology Jan. 20, the researchers at Johns Hopkins and the Karolinska Institutet say their study bridges the gap between whole-genome genetic sequencing and diseases that have no single or direct genetic cause. Most genetic changes associated with disease do not occur in protein-coding regions of DNA, but in their regulatory regions, explains Andrew Feinberg, M.D., M.P.H., a Gilman scholar, professor of molecular medicine and director of the Center for Epigenetics at the Johns Hopkins University School of Medicine's Institute for Basic Biomedical Sciences. "Our study analyzed both and shows how genetics and epigenetics can work together to cause disease," he says.

    Rheumatoid arthritis is a debilitating disease that causes inflammation, stiffness, pain and disfigurement in joints, especially the small joints of the hands and feet. It is thought to be an autoimmune disease, meaning that the body's immune system attacks its own tissues, an assault led primarily by white blood cells. According to Feinberg, several DNA mutations are known to confer risk for RA, but there seem to be additional factors that suppress or enhance that risk. One probable factor involves chemical "tags" that attach to DNA sequences, part of a so-called epigenetic system that helps regulate when and how DNA sequences are "read," how they're used to create proteins and how they affect the onset or progress of disease.

    To complicate matters, Feinberg notes, the attachment of the tags to particular DNA sequences can itself be regulated by genes. "The details of what causes a particular sequence to be tagged are unclear, but it seems that some tagging events depend on certain DNA sequences. In other words, those tagging events are under genetic control," he says. Other tagging events, however, seem to depend on cellular processes and environmental changes, some of which could be the result, rather than the cause, of disease.

    To tease apart these two types of tagging events, the researchers catalogued DNA sequences and their tagging patterns in the white blood cells of more than 300 people with and without one form of RA.

    The team then began filtering out the tags that did not appear to affect RA risk. For example, if tags were seen on the same DNA sequence in those with and without RA, it was assumed that the tags at those sites were irrelevant to the cause or development of the disease. Then, from among the RA-relevant tags, they narrowed in on tags whose placement seemed to be dependent on DNA sequence. Finally, they made sure that the DNA sequences identified were themselves more prevalent in patients with RA. In this way, they created a list of DNA sequences associated with altered DNA tagging patterns, both of which were associated with RA.

    Ultimately, the team identified 10 DNA sites that were tagged differently in RA patients and whose tagging seemed to affect risk for RA. Nine of the 10 sites were within a region of the genome known to play an important role in autoimmune diseases, while the 10th was on a gene that had never before been associated with the disease. "Since RA is a disease in which the body's immune system turns on itself, current treatments often involve suppressing the entire immune system, which can have serious side effects," Feinberg says. "The results of this study may allow clinicians to instead directly target the culpable genes and/or their tags."

    "Our method allows us to predict which tagging sites are most important in the development of a disease. In this study, we looked for tagging sites under genetic control, but similar tags can be triggered by environmental exposures, like smoking, so there are many applications for this type of work," says Yun Liu, Ph.D., a lead researcher on the project.

    The study also may shed light on how evolution works, explains Feinberg. "It seems that natural selection might not simply be selecting for an individual's current fitness level but also for the adaptability of future generations given an unknown future. We think that certain genetic sequences may be biologically beneficial and conserved over time because they increase the amount of variation found in tagging patterns, giving individuals a greater chance of adapting to environmental changes."

    Titan's siblings must be jealous. While most of Saturn's moons display their ancient faces pockmarked by thousands of craters, Titan ? Saturn's largest moon ? may look much younger than it really is because its craters are getting erased. Dunes of exotic, hydrocarbon sand are slowly but steadily filling in its craters, according to new research using observations from NASA's Cassini spacecraft.

    "Most of the Saturnian satellites ? Titan's siblings ? have thousands and thousands of craters on their surface. So far on Titan, of the 50 percent of the surface that we've seen in high resolution, we've only found about 60 craters," said Catherine Neish, a Cassini radar team associate based at NASA's Goddard Space Flight Center, Greenbelt, Md. "It's possible that there are many more craters on Titan, but they are not visible from space because they are so eroded. We typically estimate the age of a planet's surface by counting the number of craters on it (more craters means an older surface). But if processes like stream erosion or drifting sand dunes are filling them in, it's possible that the surface is much older that it appears."

    "This research is the first quantitative estimate of how much the weather on Titan has modified its surface," adds Neish.

    Titan is the only moon in the solar system with a thick atmosphere, and the only world besides Earth known to have lakes and seas on its surface. However, with a frigid surface temperature of around minus 290 degrees Fahrenheit (94 kelvins), the rain that falls from Titan's skies is not water but instead liquid methane and ethane, compounds that are normally gases on Earth.

    Neish and her team made the discovery by comparing craters on Titan to craters on Jupiter's moon Ganymede. Ganymede is a giant moon with a water ice crust, similar to Titan, so craters on the two moons should have similar shapes. However, Ganymede has almost no atmosphere and thus no wind or rain to erode its surface.

    "We found that craters on Titan were on average hundreds of yards (meters) shallower than similarly sized craters on Ganymede, suggesting that some process on Titan is filling its craters," says Neish, who is lead author of a paper about this research published online in the journal Icarus Dec. 3, 2012.

    The team used the average depth-versus-diameter trend for craters on Ganymede derived from stereo images from NASA's Galileo spacecraft. The same trend for craters on Titan was calculated using estimates of the crater depth from data derived from images made by Cassini's radar instrument.

    Titan's atmosphere is mostly nitrogen with a trace of methane and other, more complex molecules made of hydrogen and carbon (hydrocarbons). The source of Titan's methane remains a mystery because methane in the atmosphere is broken down over relatively short timescales by sunlight. Fragments of methane molecules then recombine into more complex hydrocarbons in the upper atmosphere, forming a thick, orange smog that hides the surface from view. Some of the larger particles eventually rain out on to the surface, where they appear to get bound together to form the sand.

    "Since the sand appears to be produced from the atmospheric methane, Titan must have had methane in its atmosphere for at least several hundred million years in order to fill craters to the levels we are seeing," says Neish. However, researchers estimate Titan's current supply of methane should be broken down by sunlight within tens of millions of years, so Titan either had a lot more methane in the past, or it is being replenished somehow.

    Team members say it's possible that other processes could be filling the craters on Titan: erosion from the flow of liquid methane and ethane for example. However, this type of weathering tends to fill a crater quickly at first, then more slowly as the crater rim gets worn down and less steep. If liquid erosion were primarily responsible for the infill, then the team would expect to see a lot of partially filled craters on Titan. "However, this is not the case," says Neish. "Instead we see craters at all stages; some just beginning to be filled in, some halfway, and some that are almost completely full. This suggests a process like windblown sand, which fills craters and other features at a steady rate."

    All solid materials under stress flow very slowly over time. This is called viscous flow, and it is like what happens when someone takes a scoop out of a fresh tub of whipped cream -- the material slowly flows in to fill the hole and flatten the surface. Craters on icy satellites tend to get shallower over time as the ice flows viscously, so it's possible that some of the shallow craters on Titan are simply much older or experienced a higher heat flow than the similarly sized, fresh craters on Ganymede studied in this work.

    However, Titan's crust is mostly water ice, and at the extremely low temperatures on Titan, ice shouldn't flow enough to account for such a large difference in depth compared to the Ganymede craters, according to the team. Also, just like stream erosion, deformation from viscous flow tends to happen rapidly at first, then more slowly as the material adjusts, so one would expect to see a lot of partially filled craters on Titan if its surface was deforming easily through viscous flow.

    As Cassini flies past Titan on its multi-year tour of Saturn and its moons, the radar instrument gradually builds up a map of the surface. To date, the instrument has provided data in strips covering approximately 50 percent of Titan's surface. The craters measured by the team are all within about 30 degrees of the equator, a relatively dry region on Titan.

    "However, the presence of liquids on the surface and in the near subsurface can also cause extensive modification to crater shape, as is observed on Earth," says Neish. "In the case of Titan, liquids consist of hydrocarbons, either as wet sediments (such as those observed at the Huygens landing site) or shallow marine environments (such as the lakes observed at the north and south poles). Craters formed in similar environments on Earth lack any significant surface topography, including the absence of a raised rim, as wet sediments slump into the crater. It is possible that the lack of topography associated with marine-target impacts may help to explain the relative scarcity of impact craters observed near the poles of Titan. If Titan's polar regions are saturated by liquid hydrocarbons, craters formed in those regions may lack any recognizable topographic expression."

    The team thinks these considerations are good areas for more research, but based on the data so far, the difference in depth between craters on Titan and Ganymede is best explained by filling from windblown sand, although erosion from liquids and viscous flow might contribute to the modification of Titan's craters.

    NASA's Cassini mission, managed by NASA's Jet Propulsion Laboratory (JPL) in Pasadena, Calif., and the NASA Postdoctoral Program, administered by Oak Ridge Associated Universities, funded the research.

JPL, a division of the California Institute of Technology in Pasadena, manages the mission for NASA's Science Mission Directorate, Washington.     New California Real Estate Laws Affecting Palos Verdes Homes ...

    Earlier this week, I had an opportunity to hear Gov Hutchinson (California Association of Realtors Assistant General Counsel) speak at the Palos Verdes Board of Realtors meeting.? The California Legislature passed 870 new laws in 2012 and 80 of the laws were real estate related.? I attend three or four legal updates a year to stay current on changes.? Below are some of his comments:

    1) If a tenant or seller leaves their possessions worth more than $700, the landlord or new buyer must continue to store them or have a public sale (with notification) and can deduct costs and commissions before sending the balance to tenant/seller. If possessions are worth less than $700, they do not have to be stored/saved.

    2) If you are renting out a room in your own house, you are exempt from Fair Housing laws.

    3) Mortgage debt forgiveness (to avoid taxes) was extended one more year and it must have been your primary residence at time of sale.

    4) With a judicial foreclosure, the bank can sue for the deficiency and borrower has 1 year to buy it back.? Judicial foreclosure is waived if you have refinanced after January 1, 2013.

    5) A bank cannot foreclose while a? homeowner is doing a loan modification.

    6) Only a Realtor or Attorney can do loan modifications for homeowners (other than homeowner working directly with lender) and may not collect a fee up front.

    7) A Homeowner?s Association cannot have a ?no pets? rule.? They must allow a minimum of one pet.

    8) A FHA/VA buyer will not lose his deposit if property does not appraise even if the contingency is removed.

    9) In a short sale, if it is owner occupied and the property is in foreclosure and the buyer is an investor, a special purchase agreement must be used.

    10) If a landlord?s property is in foreclosure, he must give new tenants notice of his default and that tenant will receive a 90-day notice to vacate (instead of normal 30 or 60 day).

    11) For commercial properties, if building generates more than 4 cubic feet of trash, landlord must recycle if city doesn?t require it themselves.

    12) A certified Access Specialist must certify commercial property is in compliance before it may be leased out.

    13) Seller of commercial properties must disclose to buyer the cost of utilities and how it compares to other similar commercial properties.
